Liberal Party secured most Senate seats and Chamber majority
The PL topped senate results nationwide and won the Chamber of Deputies.
The Liberal Party (PL) emerged as the leading force in Brazil's 2026 congressional elections. On Monday, the party secured the largest share of senate seats nationwide, overtaking the Workers' party (PT). The PL also captured the plurality of seats in the Chamber of Deputies, positioning it as the dominant parliamentary bloc.
In the northeastern state of Bahia, the PL's candidate Rui Costa topped the senate race, defeating rivals such as Jaques Wagner and João Roma. Costa's victory contributed to the party's national seat tally. Further south, in Paraná, former prosecutor Deltan Dallagnol won the state's senate seat for the PL, beating candidates including Filipe Barros. Dallagnol's win reinforced the party's momentum in key regions.
São Paulo, the country's most populous state, delivered a split outcome for the PL. Guilherme Derrite claimed first place in the senate contest, while fellow party member André do Prado finished second. Their combined performance secured both of the state's senate seats for the PL.
In the Federal District, the PL's Bia Kicis secured the second-place senate position, trailing the leading candidate but still adding to the party's count. Santa Catarina saw another PL candidate, Carlos Bolsonaro, finish second in the senate race behind the winner. Both results illustrated the party's ability to capture significant positions even when not leading the ticket. The outcomes expanded the PL's representation beyond the states where it won first place.
Across the twelve states and the Federal District, the PL's aggregate senate victories gave it a clear plurality over rival parties. The combined senate and Chamber gains give the PL substantial legislative leverage heading into the new Congress.
Analysis
The PL's simultaneous control of the largest senate bloc and a plurality in the Chamber gives it a powerful platform to advance its legislative program. With the ability to set debate agendas and influence committee assignments, the party can prioritize its policy priorities without needing a formal coalition to pass routine measures.
Victories in Bahia and Paraná extend the PL's reach into both the northeast and the south, regions traditionally contested by the PT and other centrist forces.
Securing both senate seats in São Paulo, the nation's economic hub, reinforces the PL's presence in the country's most influential electorate. Control of São Paulo's representation can amplify the party's voice on fiscal and infrastructure reforms that affect the national economy.
Despite its strong showing, the PL does not hold an absolute majority in either Chamber, meaning it must still negotiate with smaller parties and opposition groups to pass major legislation. The presence of PT and other rivals ensures that legislative outcomes will depend on coalition dynamics and potential compromises.
